When blame is hot and people play hot potato with it, their rush to unload it off themselves allows them little time to clearly discern the details, complexity, and nuances, even the common definitions, of the situation. And the less properly understood a situation is understood by each member, the more potential for miscommunication, misunderstanding, and conflict arises in the game.
